Opening Doors to Employment Opportunities

The Georgia Department of Labor proudly administers the Federal Bonding Program, a U.S. Department of Labor initiative established in 1966 that provides Fidelity Bonds for "at-risk," hard-to-place job seekers. The bonds cover the first six months of employment at no cost to the job applicant or the employer. Bonds insure against theft, forgery, larceny, and embezzlement by employees.

Key Program Features

  • 100% Free - No cost to job seekers or employers
  • Six-month bond coverage from the first day of employment
  • $5,000 bond coverage available
  • Zero deductible if bond claim is filed by the employer
  • Self-terminating bonds require no paperwork to end coverage

Who Can Benefit?

The Federal Bonding Program targets individuals whose backgrounds can pose significant barriers to securing or retaining employment, including:

  • Individuals with previous misdemeanor or felony convictions
  • People in active recovery from substance abuse
  • Individuals with poor credit or who have declared bankruptcy
  • Anyone with a dishonorable discharge from military service
  • Persons receiving public assistance benefits (Medicaid, SNAP, housing subsidies)
  • Youth and young adults with limited work history
  • Economically disadvantaged individuals

Why Employers Choose This Program

  • No applications required from job seekers
  • Zero paperwork burden for employers
  • Automatic coverage that requires no action to terminate
  • Obtain skilled workers with less risk

Success Story

The Federal Bonding Program has achieved remarkable success, with over 50,000 job placements made for at-risk job seekers nationwide. Participants have found employment and built successful careers across all industries, demonstrating that with the right support, everyone deserves a second chance.

Last year, T. applied for a job with our family-owned and operated plumbing business. He told us he had been in prison but had taken plumbing courses there and needed a chance. We learned about Federal Bonding through the Georgia Department of Labor. The process was easy, and T. has been with us for over a year as a plumber’s helper. In a few months, he’ll take the test for a state plumber’s license. It’s been a positive experience for our 30+-year-old business, and I encourage other companies to consider it. We often struggle to find skilled, reliable workers in the construction trades—Federal Bonding helped us find the employee we needed.
