Since taking office, Holmes has launched GDOL's bold strategic plan - a transformative blueprint focused on innovation, operational excellence, and elevated public service. Under her leadership, GDOL is partnering with state leaders, employers, and communities to build the Top State for Talent. The department delivers vital services including unemployment insurance, job placement, labor market data, and workforce development, ensuring Georgia's labor market remains strong and competitive.

Holmes brings deep expertise in economic development, public policy, talent cultivation, and small business advocacy. Her public service includes appointments to the Board of Regents of the University System of Georgia and the Georgia Rural Development Council, and she co-chaired the Georgia Innovates Task Force. Her work has earned a Congressional Commendation and honors from the Georgia Hispanic Chamber of Commerce and Georgia Trend.

Prior to her appointment, Holmes served as president & CEO of the Albany Area Chamber of Commerce. Earlier in her career, she was vice president of the Albany-Dougherty Economic Development Commission and an award-winning journalist. She holds degrees in journalism and Spanish from Florida Southern College and studied in Spain. A native of San Juan, Puerto Rico, she lives in Albany with her family.
